A preliminary hearing is a "tool," so to speak, that a person charged with a crime can use to show that his or her case doesn't belong in the circuit court as a felony. In other words, it's a procedural safeguard to make sure the police and the prosecutors aren't going after someone for some insidious reason.
It's very important that a defendant request a preliminary hearing right away - if not requested within 10 days, you will lose your ability to have one at all. You can always waive the hearing later, but it's good to have in your back pocket if you need it.
